A city ends up with several digital twins: emergencies, mobility, infrastructure. Each one works on its own and none of them knows the others exist. What makes them cohere is not a bigger twin, it is a knowledge infrastructure underneath them, and a knowledge graph built properly is what turns the Twin of Digital Twins from a slide into something you can query.
